As you walk around in real life, your avatar goes along the map using GPS. When a Pokemon is close enough to catch, it pops up in your display. Since walking around with your eyes glued to your telephone is a little safety danger, the game is designed to permit you to keep your eyes free while you drift.

This takes some trial and error, to be sure, and it is not the most refined manner Niantic could have let's catch Pokemon, but hey --- it adds some fun and mystery to the catching experience.
